- This report discusses ways of promoting small business growth via state-level policies and programs. It was inspired by a conference held in Washington, D.C., in December 1998 that was organized by the SBA's Office of Advocacy to highlight successful initiatives undertaken by various state governments to promote small business development. Sixteen appendices offer detailed information on state laws, executive orders, and regulations that have successfully implemented these small business assistance programs.

- The purpose of this study is to provide a template for state policymakers and small business leaders who wish to improve the climate for small business in their jurisdictions.
