Through certified development companies, the 504 program provides long-term, fixed-rate financing to small businesses to purchase land and existing buildings and make improvements such as grading, utilities, parking lots and landscaping; to construct, modernize or renovate facilities and/or to purchase machinery and equipment that has a useful life of 10 years or more. Typically, 504 loan proceeds are used in conjunction with private sector financing and borrower's contribution as follows: at least 10 percent by the borrower, 50 percent by an un-guaranteed bank loan, and the remainder by an SBA-guaranteed debenture. The maximum SBA debenture is $1 million.
