Dorothy “Dottie” Overal District Director U.S. Small Business Administration Oklahoma
Dorothy “Dottie” Overal is the Oklahoma state director for the U.S. Small Business Administration (SBA). A long time, SBA employee, Overal accepted the Oklahoma position in November 2000. With a staff of ten she oversees the delivery of SBA services to the over 303,000 small businesses throughout the state.
In 1970 Dottie started her SBA career in the Disaster Assistance Program in Gulfport, Mississippi after Hurricane Camille. For the next 21 years she continued her vocation in the areas of Business Development and Loan Servicing. In 1992 she moved to Washington, DC when SBA Administrator Patricia Saiki appointed her Director of the Office of Advisory Councils.
In 1995 Dottie was selected for participation in the SBA’s District Director Candidate Development Program. While completing the program she served in management positions in Wyoming, Arkansas, South Florida, California and Washington, DC. Upon graduation she was assigned as the Deputy District Director in Los Angeles, California where she served for the next 3 ½ years. In November 2000, SBA Administration Aida Alvarez appointed her the Oklahoma District Director.
A native of Philadelphia, PA, Dottie attended Temple University and the University of Southern Mississippi. She resides in Oklahoma City where she has served on numerous professional and philanthropic boards, including the Oklahoma Federal Executive Board Policy Committee; the Oklahoma Center for the Advancement of Science and Technology Advisory Committee; Lyric Theatre Associate Board and the United Way Allocation Committee.
