Elliott Cooper has served as District Director, US Small Business Administration, South Carolina District Office, Columbia, South Carolina since April 7, 1991. Before joining SBA, he was employed in real estate and banking.

Mr. Cooper was reared in Columbia, South Carolina. He graduated from The Citadel and completed Executive Development studies at the University of Georgia and Graduate School of Business at Indiana University.

He previously served as Chairman of the Board of Trustees for Richland Memorial Hospital and is currently a member. He serves as Federal Co-chair of South Carolina Rural Economic Development Council and is currently a member of the Council. He completed a program in Economic Development conducted by the South Carolina Economic Developers' School. He served as Chairman of the Combined Federal Campaign of the Greater Columbia area.

Previously, he served on the Board of Directors of the Arthritis Foundation, United Way of South Carolina, Greater Columbia Chamber of Commerce, Columbia Sertoma Club, and Junior Achievement of Greater Columbia. Mr. Cooper has been active in community service organizations including the Boy Scouts of America, the Salvation Army, and the Citadel Development Foundation.
