Judy K. McCauley
District Director West Virginia District Office
Judy was appointed District Director of the West Virginia District Office in April 2004. As District Director, she manages the implementation of key economic and outreach programs committed to providing quality, customer-oriented programs and services to the small business community, lenders, resource partners, and the minority, veteran, and women's communities. The primary focus is to assist small businesses in their formation and growth in order to create jobs and play a vital role in the economic development of West Virginia.
Prior to her appointment, Judy was the Procurement Center Representative and Contracting Officer for SBA's Office of Government Contracting covering West Virginia and Pittsburgh. In that capacity, she created an environment for maximum participation by small businesses in federal government contract awards and large prime subcontract awards. She reviewed the acquisition policies and procedures of the major federal procurement offices and prime contractors located in her servicing area. As Contracting Officer, she oversaw negotiations and awards of Federal contracts offered to the West Virginia District 8(a) portfolio. She is a former Woman in Business Advocate of the Year for the state of West Virginia.
Before joining SBA, Judy was the Small Business Program Manager and a Contract Specialist with the U.S. Department of Energy's Morgantown Energy Technology Center (METC). In this capacity, she was responsible for the development and implementation of the Center's socioeconomic programs. As a Contract Specialist she solicited, negotiated and awarded federal research and development contracts.
As an active member of the Northern WV Chapter of the National Contract Management Association (NCMA), Ms. McCauley served as Chapter President and National Director. She is a recipient of the Chapter's "Award of Excellence", an honorable mention for NCMA's national "Blanche Witte Award" a published author in NCMA's national magazine and a featured speaker at the East Coast National Conference. Judy is an NCMA Fellow, the Association's third highest honor.
Judy was instrumental in the creation of West Virginia's premier Federal procurement conference, "Teaming To Win". In addition to chairing many committees, she served on the Board of Directors, as Conference Co-Director, and Chairman of the Board of Directors.
She served on the Office of Federal Procurement Policy's (OFPP) Front-Line Procurement Professionals' Forum. Comprised of 32 procurement professionals from various agencies, the Forum focused on bringing acquisition reform ideas from the Federal buying offices to the OFPP and fostering regulatory changes.
Judy is a graduate of Fairmont State College, where she earned a B.S. in Business Administration and an A.S. in Retail Management. She resides in Fairmont with her husband, Matt and 17 year old daughter, Lauren.
