Office of Performance Management

Mission Statement

Promote operational effectiveness, accountability, and transparency within the SBA by developing, coordinating, and strengthening Agency efforts to be an outcome-oriented, customer-focused, employee-enabled, and transparent organization. 

Summary of Responsibilities

The Performance Management Office supports Agency planning, analysis, and accountability efforts that include the following:

  •  Develop Agency planning, budget, financial, and performance reports:
    • Agency Strategic Plan
    • Annual Financial Report and Summary of Performance & Financial Information 
    • Annual Performance Plan
    • Congressional Budget Justification
    • Weekly, Monthly and Quarterly executive dashboards and analysis
  • Align resources and Action Plans to Priority Goals and Strategies:
    • Annual Performance Plans
    • Agency Priority Goals
  • Coordinate management reviews:
    • Support Quarterly agency performance reviews
  • Consult with program and support offices on goals, measures, and targets
  • Perform data analysis and prepare reports that are used to drive management decisions

GPRA Modernization Act

  • The GPRA Modernization Act requires agencies:
    • Establish Agency Priority Goals
    • Conduct quarterly reporting (including measures and milestones)
    • Hold quarterly reviews and identify performance and conduct strategic reviews
  • SBA has identified four Agency Priority Goals for FY2014 and FY 2015 (view here)
    • Expand access to capital by adding 325 new and returning lenders to SBA’s flagship 7(a) program each year for FY2014-2015.
    • Maximize small business participation in federal government contracting to meet the statutory goals and reduce participation by ineligible firms.
    • Expand access to export financing by increasing the number of lenders providing finance solutions from 430 to 555 and the number of small business exporters receiving financing through SBA loan programs from 1,346 to 1,480 by September 30, 2015.
    • Increase the return rate for disaster survivor loan applications by 10 percentage points, from 24 percent to 34 percent, by September 30, 2015.
