Seth A. Goodall
Regional Administrator

Seth A. Goodall was appointed by President Obama to serve as SBA’s New England Regional Administrator on July 10, 2013. As Regional Administrator, Goodall oversees SBA’s six New England district offices and is responsible for the delivery of the agency’s financial and technical assistance and government contracting activities throughout New England.

As an entrepreneur, public servant and attorney, Seth has a long history of working with and on behalf of small businesses in New England. He formerly worked as an attorney at Dyer Goodall, P.A., where he represented small businesses, individuals and municipalities in a variety of matters. 

In 2008, while practicing law, Seth was elected to the Maine Legislature as State Senator representing Sagadahoc County and the town of Dresden in Lincoln County.  Seth was re-elected in 2010 and 2012, at which point he began serving as the Senate Majority Leader.  Goodall worked on and sponsored legislation on economic development and small business matters in the Legislature, co-chairing the Joint Select Committee on Maine’s Workforce and Economic Future and serving as a member on the Joint Select Committee on Regulatory Reform and Fairness.  He also co-chaired and served as a member on the Joint Committee on the Environment and Natural Resources. During his tenure he was appointed to the Maine Economic Growth Council, a non-partisan council of business, policy and economic development officials charged with measuring Maine’s economy and developing a long-term state economic plan.  Prior to the Legislature in 2007, Seth was elected to the Selectboard in his hometown of Richmond, Maine, serving one year as Chair of the Board.

As an entrepreneur, Goodall co-owned a full service landscaping company from 1992 to 1999—building the foundation for a successful, multi-million dollar company. He also previously helped launch Starting Out, a Maine start-up company focused on career and workforce educational resources.

Goodall has a J.D. from the University of Maine School of Law in Portland, Maine, and a Master’s Degree in Plant Science and a Bachelor’s Degree in Agronomy from the University of Connecticut in Storrs, Connecticut.
