Subject:  SBAR Panel for Renewable Fuel Standard 2 (RFS2) Program

Dear Mr. Cristofaro:

      I have received your letter of April 24, 2008 regarding the Small Business 
Advocacy Review Panel (Panel) for the proposed Renewable Fuel Standard 2 Program 
(RFS2).  We received the formal notification electronically on April 24, 2006.    
      
      Advocacy generally concurs with the preliminary list of Small Entity 
Representatives (SERs) that EPA has identified for the Panel process.  Advocacy believes 
that the following additional SERs should also be considered for inclusion in this Panel:

*	Calumet Lubricants Company, Shreveport, Louisiana
*	Countrymark Cooperative, Mt. Vernon, Indiana
*	Frontier Refining Corporation, Cheyenne, Wyoming
*	Petro Star Inc., Anchorage, Alaska
*	U.S. Oil and Refining Company, Tacoma, Washington
*	American Farm Bureau Federation (potential agricultural impacts of the rule)

      
      We understand that EPA would like to have a pre-Panel meeting with the SERs in 
June 2008 and convene the Panel the following month.  We look forward to working with 
you through this process.
