BIOGRAPHICAL SKETCH

In 1960, after receiving his BSCE from Texas A&M University, Mr. Brooks began his career in traffic and highway engineering at Texas State Department of Highways and Public Transportation, where he was responsible for traffic operations and highway safety on 3,300 miles of state highways.

In 1966, Mr. Brooks was employed by the U.S. Department of Transportation as a highway engineer for the Federal Highway Administration (FHWA), Offices of Highway Safety and Traffic Operations. He retired from FHWA in 1994. During his tenure with FHWA, he provided technical reviews, evaluations and specifications regarding traffic control devices (TCDs), surface colors, pavement markings, and retro-reflection materials. He also produced training manuals and courses on these subjects. In addition, he developed federal standards, guides and brochures for TCDs, served on technical panels researching TCDs, and acted as FHWA TCDs liaison to private industry and other federal land service agencies, e.g., the U.S. Forest Service and U.S. Bureau of Land Management. He received the FHWA Superior Achievement Award, and in 1974, an MEA from George Washington University, Washington, D.C.

Mr. Brooks is nationally known and respected for his expertise in traffic and highway engineering, and highway safety and operations. His areas of proficiency include TCDs and TCDs standards and specifications, and federal aid highway rules, regulations, procedures and project funding. He is presently engaged in the private sector, offering his services as a professional engineer through his company, Brooks Engineering Inc., located in Birmingham, Alabama.
