John Banks, Deputy Director, SBA Delaware District Office

John L. Banks is the Deputy District Director of the U.S. Small Business Administration’s Delaware District Office.  In that role, John is responsible for the delivery and management of the Agency’s programs throughout the State of Delaware.

Mr. Banks’ SBA career spans over 34 years and a variety of positions, including: Lead Economic Development Specialist; 8(a) Business Development Program Leader; and Commercial Loan Officer/Lender Relations Specialist for SBA’s 7(a) Lending Program.  During his tenure with SBA, Mr. Banks has been responsible for overseeing the agency’s marketing, government contracting, and lending programs in Eastern Pennsylvania. Mr. Banks also administered the agency’s Pre-Qualification Loan Program for minorities, woman, Veterans of the Armed Forces and Disabled.  Throughout his career, Mr. Banks work has particularly focused on SBA’s 8(a) business development program, which provides contractual, financial, management and technical assistance to firms that are owned, controlled and managed by socially and economically disadvantaged individuals.

Mr. Banks is a graduate of Cheyney University of Pennsylvania.

Mr. Banks has two sons, John, Jr., and Justin.
