Congressional Testimony

The SBA Administrator

Testimony to the Senate Committee on Appropriations Financial Services and General Government Subcommittee

Chairman Udall, Ranking Member Johanns, and distinguished members of this Subcommittee, thank you for this opportunity to testify today.

We appreciate your ongoing support for SBA as we work to assist the entrepreneurs who are so critical to economic growth and local job creation.

I’ve been on the job for six weeks now. I’ve traveled across the country to meet with our core constituencies: small business owners, veteran entrepreneurs, SBA lenders, CDCs, procurement officials, exporters, and victims of the devastating mudslide in Washington state.

Seattle Field Hearing: Small Business Innovation Research Program

Thank you, Chairwoman Cantwell, for convening this hearing and for your outstanding leadership in the Senate to support America's innovators and entrepreneurs. Washington State has been a laboratory for how to create the hi-tech, high-paying jobs of the future. From software to aviation to manufacturing, the Evergreen State is showing the world what 21st century economic leadership looks like. At the SBA, we want to help create more success stories like Seattle.

Chairwoman Cantwell, Ranking Member Risch and distinguished Members of this Committee, I'm delighted to have this opportunity to testify before you in my new capacity as SBA Administrator.

I want to thank Members of this Committee for all your guidance and support during my confirmation process. I have been struck by the passion and high level of policy engagement you and your staffs have displayed on critical issues affecting America's small businesses. I'm truly looking forward to working with you in the months ahead.

Chairman Chabot, Ranking Member Velazquez, and distinguished members of the Committee, thank you for this opportunity to testify about SBA’s FY 2016 budget.  Chairman Chabot, welcome back to the leadership of this committee.  Your track record and bipartisan commitment is an asset to this country’s small businesses.

Small Business Administration: Management & Outlook

Chairman Graves, Ranking Member Velazquez and distinguished members of this committee, thank you for this opportunity. Since being confirmed I have taken time to sit with many of you, and I have come to know that you not only share my passion to promote entrepreneurship but have been actively engaged in supporting our nation’s small businesses. In my engagement with the Chairman and Ranking Member I have seen firsthand the bipartisan commitment of this committee, working together to help small businesses.

Testimony Before the Senate Committee on Small Business and Entrepreneurship

Chairwoman Cantwell, Ranking Member Risch, and Members of the Committee, thank you for the opportunity to testify today about the SBA’s work to empower women entrepreneurs.

Women-owned businesses are growing at an unprecedented rate. More than 1 in 4 U.S. companies is owned or led by a woman, and these firms employ more than 7.8 million Americans. While those statistics are an indication of progress, women still do not have equal access to economic opportunity. Senator Cantwell: As your report demonstrates, there is still much more work to be done.

Chairman Nye and other distinguished Members of this Committee, thank you for inviting me to testify about the U.S. Small Business Administration (SBA) and its small business procurement related programs and how they relate to the American Recovery and Reinvestment Act (Recovery Act).

Chair Landrieu, Ranking Member Snowe, and Members of the Committee, I am honored to testify before you. Today, the SBA’s top priority is to implement the Recovery Act and put our programs into the hands of America’s entrepreneurs and small businesses so they can lead our economic recovery, as they have done so many times over the course of our nation’s history.

Chairman Durbin, Ranking Member Collins and Members of the Committee, it is an honor to testify before you. I am pleased to be here to support the President’s 2010 Budget for the SBA, but first I would like to briefly update you on the SBA’s progress with the Recovery Act.

Thank you, Senator Landrieu. The people of Louisiana and America’s small business community are fortunate to have such a strong voice for them in the U.S. Senate.

It is also a pleasure to be here with Ambassador Ron Kirk, Chairman Fred Hochberg of the Export-Import Bank, Acting Deputy Assistant Secretary Patty Sefcik at the U.S. Department of Commerce, and everyone who has joined us today.

Truly, it is going to take all of us working together to “keep America competitive,” as the title of this hearing states.
