Is bank financing for small business improving?

It seems to me that credit is loosening up for small business owners a bit. I see more small business lines of credit being granted in the form of business credit cards than in the past. Bank loans however are the same as always. You either qualify or you don't. That hasn't changed. After the 2008/2009 time frame many small business owners complained of lack of capital. I found however there were less "qualified" small business owners. This was due to the home crisis where many walked away from homes, used short-sales or had foreclosures. That coupled with a rise in Chapter 7 and Chapter 13 bankruptcies, I believe that the qualified pool of small business owners shrunk. Not that the banks had no money to lend. Are others noticing the change too?
