Business competition on the same street!

Well we have a vending/produce truck that we park in a neighborhood. We've had this small business for a good couple of years and always work from the same parking spot because we are registered there. Since February of this year another vending truck started working a few feet from us on the same street and have almost ruined our business. This mans idea is to take away our customers and business and he laughs at this. I know this from customers he has told. He is not a clean worker anyway. His truck has expired tags, expired business permit from 5 months ago, He always gets parking and street cleaning tickets, and about a month ago he got busted for illegally selling bootleg cigarettes.I think he still sells only to people he knows.He also leaves his vending truck parked overnight every night which you're not supposed to do. He is also parked less than the 500 ft away from a school which the city requires. I dont understand why he's still there. My family doesnt abuse this business privilege like he does and I'm pretty tired of it. What can we do to help our business or kick him out of there. I dont know if i should report to the city because they havent anything so far. Come on what restaurant would still operate with an expired permit? Any ideas?I'm desperately asking because this is causing us behind on our mortgage.
