How do I get website Links as a sole trader in marketing?

This might seem like an ordinary question, one that a;genius at marketin- should be able to solve, but it has stumped me for some time.
I have provided good search engine optimization and marketing analysis work to corporates (as an employee) and as a consultant. I am trying to get my marketing consultant business off the ground (ie more regular contracts) however I have had some difficulty in getting like minded businesses to LINK to my site. I have performed a sizeable amount of-cold callin' reciprocal links email campaigns but have found these issues:
Many sites just do't answer the email. Maybe because of saturation or it goes into their junk folder
Some sites see me as a competitor
Others say that the sites'page ran' is too long. Of course until I get links and more traction in Google, it will remain low. A low site with few links however is just as likely to send as much page rank as a higher rating site with many links on their page.
So the question is what kind of lure can a Marketing analyst, marketing consultant provide to what kind of sites? Most search engines like to see an obvious connection between linked sites to be of any value. Previously my targets have been found by Google-ing'market analys' or'marketing consultan' and cold emailing them. You would think that unless I live in the same state and have the exact same product mix that they wouldn't see my site as a threat.
It's very annoying to getting other people's sites onto page one, and being stalled in the gate for my own. Anything that you could suggest that I try would be welcome!
