Lack of future business planning

In my job, I come across a number of independent small business owners who are operating mini marts, liquor stores, and small grocery stores. Generally speaking, I find that these owners are operating their businesses without any future business planning. It's common to observe business equipment that is out dated, not properly maintained, and misconstruction. These owners state that they don't have any budget for future repairs or equipment replacement. I feel that in the next 10 years, many of these businesses are going to fail...Mainly because they don't plan for the future. Question: What can be done to help this market sector which for the most part don't trust anyone and operate a business in a reactive mode?
