Need help/ advice on importing goods (shoes) from Asia (Philippines)

Hi, I'm Clarice Dalusong and I'm a stay-at-home parent who has an entrepreneurial spirit. I need your help/advice on starting a small business at home selling shoes imported from the Philippines. Here are my questions: 1. Do I need a license to operate from home? If so, what kind of license do I need to secure? 2. I'm starting very small, like less than 50 pairs just to test the waters and will be investing less than $2000 USD. Do I need a customs broker? Or can I just have the shoes shipped here to the US through regular couriers like (UPS, FedEx) without declaring them to customs? I plan on selling the shoes through social media like facebook or instagram only and my target clients are just friends and friends of friends. 3. Do I need to provide paperworks for importing? Are my goods taxable? 4. If I get a good response on my goods, I plan on consigning to small local shops. Do I need license to do so? 5. Since 50 pairs of shoes are obviously not going to be all for personal use, are my shipment going to be held/questioned at customs? I know I have missed a lot of important questions and really, I don't know any of the rules and regulations here in the US. I'm not even sure if I asked the correct questions. I'm a permanent resident if that makes a difference to the answers. I hope this is the proper venue for my questions. Thank you in advance. Clarice D.
