Advisory Memorandum Report 2-11: SBA’s Evaluation and Monitoring of the Vermont Women’s Center
On March 19, 2002, the OIG issued Advisory Memorandum Report 2-11, SBA’s Evaluation and Monitoring of the Vermont Women’s Center. During the on-going audit of the Vermont Women’s Business Center (VWBC) related to SBA’s evaluation and monitoring of the center, the OIG identified three issues that may apply to all Women’s Business Centers. The OIG identified issues in the areas of (1) reviewing proposed budget and cost information; (2) reviewing staffing roles and experiences, and (3) monitoring the financial and performance aspects of the award. While the Office of Women’s Business Ownership (OWBO) has strengthened the process for reviewing financial reports and updated the notice of award to address some of these issues, improvements are still needed to ensure awards are properly evaluated and monitored so that federal funds are safeguarded and the problems identified in our audit are prevented.
