Gerald L. Moore is the Michigan District Director of the U.S. Small Business Administration. As District Director, he is responsible for the delivery of all SBA programs and services in the state, including the SBA guaranty loan program (which is delivered through more than 140 lenders), the government contracting and minority enterprise development programs, and oversight of the Michigan Small Business Development Center, SCORE, Women’s Business Centers, and Veterans Business Outreach Center. The Michigan District Office, which covers all 83 counties in the state, is located in Detroit (with a Grand Rapids satellite office) and has a staff of 19 employees.
Shortly after his appointment in 2011, he began a 15-city tour of Michigan, meeting with small businesses, economic development organizations, SBA lenders, and government leaders. The purpose of the tour: connect small businesses with the tools and resources to help them stabilize, grow, and expand. Realizing more needed to be done, Moore set out on an ambitious campaign called “Countdown to 83 . . . Helping Small Businesses Succeed One County at a Time”. The goal was to visit each of Michigan’s 83 counties within his first three years.
During the campaign, Moore held small business roundtables and press conferences, met with both elected officials and entrepreneurial development organizations at the federal, state, and local level to discuss ways to better serve Michigan’s small business community. Additionally, Moore focused on connecting entrepreneurial development resources (within these counties) with one another and creating awareness regarding not only SBA’s offerings, but each other’s offerings as well. Moore visited the 83rd and final county of the campaign in the fall of 2013. Since completing the “Countdown to 83” campaign, Moore has implemented several innovative programs to address concerns regarding access to capital as well as access to contracting.
He continues to travel the state (visiting each of Michigan’s 10 Regions at least twice a year) to hear the issues and concerns raised by emerging and existing small businesses. In a very communicative dialogue style, Moore listens and provides meaningful feedback and recommendations with regard to how the SBA can assist in all facets of their business growth and development. He effectively builds strategic partnerships with state and federal agencies as well as local entrepreneurial development organizations. Moore’s commitment to advocacy for all small businesses is extraordinary.
Prior to his appointment, Mr. Moore had a successful 15-year career in the IT industry where he served as a Senior Program Manager responsible for implementing global programs and projects for Hewlett Packard and EDS. Before joining EDS, he spent two years with the U.S. Customs Service, serving as an Import Specialist. Mr. Moore is proud to have served his country in the United States Air Force where he completed three 24-month tours of duty in Athens, Greece, Little Rock, AR, and Yuba City, CA.
From 2004 - 2013, he launched and successfully ran his own company, SportZ AllStarZ, LLC.
Moore has an M.B.A. from Wayne State University and received a B.S. degree in Management from Golden Gate University in San Francisco. Moore holds several industry certifications including EDFP (Economic Development Finance Professional), Lean Six Sigma Black Belt, and PMP® (Project Management Professional).
Mr. Moore is married, has three children, and lives in Rochester, MI
