SBA Form 1031: Portfolio Financing Report

This form must be completed only by small business investment companies (SBICs) licensed by the Small Business Administration (SBA) and must be submitted within 30 days of closing on a Financing of a Portfolio Concern. SBA Form 1031 must be filed electronically in the SBIC-WEB system. 

SBA Form 1031 is SBA’s primary source of information for compiling statistics on the SBIC program as a provider of capital to small businesses. While the information provided in each individual SBA Form 1031 is held confidential to the extent permitted by law, SBA pools the information for the purposes of aggregating data and analyzing the overall impact of SBIC Financings for reporting to the public and to the U.S. Congress. 

SBA Form 1031, Part A, Questions 13 through 15, requests voluntary information on SBIC investments in small businesses with women, minority and veteran ownership interests. SBA requests this information from the management of SBICs to help determine the characteristics of entrepreneurs benefitting from SBIC Financing. Although not required by statute, SBA encourages SBICs to obtain and complete this information in order for SBA to collect meaningful data in evaluating the program’s contribution to furthering the growth of small business in historically underserved communities and to measure program diversity with respect to SBIC Financings.
