State Trade and Export Promotion (STEP) Program
The State Trade and Export Promotion (STEP) Program is a pilot export initiative to make matching-fund awards to states to assist small businesses enter and succeed in the international marketplace. Activities to support small business exporting under the STEP Program are provided to eligible small business concerns (“STEP Clients”) located in states, territories, and the District of Columbia.
About the Program
The program’s objectives are to increase the number of U.S. small businesses that export and to increase the value of exports by small businesses.
STEP activities are managed and provided at the local level by state government organizations. The Program is managed at the national level by the U.S. Small Business Administration’s Office of International Trade. The Program was appropriated $8,000,000 in in FY 2014 funding for the third round.
STEP was authorized by Section 1207 of the Small Business Jobs Act of 2010, as amended. The 50 states, District of Columbia, Commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, Commonwealth of Northern Mariana Islands and American Samoa are eligible to compete for an award. The ratio of Federal to non-Federal matching funds is 75% to 25%, except for high exporting states, for which the ratio is 65% to 35%. Matching funds required by the insular areas are waived for the third round.
Under the first round of funding in FY 2011, SBA awarded fifty-one cooperative agreement awards, totaling $29 million (average award of $568k). During the second round in FY 2012, the Agency awarded fifty-two cooperative agreements, totaling $30 million (average award of $577k). For the third round of funding in FY 2014, the Agency awarded twenty-four cooperative agreement awards, totaling $8 million (average award of $332k). During the fourth round of funding in FY 2015, the Agency awarded forty cooperative agreement awards, totaling $17.4 million (average award of $435k). The award amounts provided to the states were based upon the approved project activities and budgets.
