What is COSTARS? COSTARS is the Commonwealth of Pennsylvania's cooperative purchasing program for LPPU's (local public procurement units) and state affiliated entities, such as municipalities and the Pennsylvania Turnpike Commission. With over 8000 buying members, COSTARS vendors have the opportunity to market to each of these entities under one contract.
