Ricardo “Rick” Garcia is the district director for the U.S. Small Business Administration (SBA), Columbus District Office. He manages the daily and strategic activities of the Columbus District Office and Cincinnati Branch Office to deliver SBA products and services to customers and stakeholders throughout Ohio. Prior to becoming the Columbus district director in December 2016, Rick served as the deputy district director for the SBA Illinois District Office. He also held the position of SBA director of financial examination for the Office of Entrepreneurial Development and the position of acting associate administrator of management and accounting for SBA Headquarters in Washington, D.C.
Rick joined the SBA in 2011 after serving with the U.S. Government Publishing Office (GPO) for almost three years. At the GPO, he was the managing director of print procurement, where he managed a nationwide, multi-million dollar operation of federal agencies’ printing and related products. At GPO, he also held positions as the director of quality assurance and organizational architect.
Prior to working at the GPO, Rick worked for the Department of Defense, executing positions including director of military and civilian pay initiatives and metrics; deputy director of travel pay services; director of accounting reconciliation; director of vendor and travel pay policy; director of financial operations in St. Louis; and various other senior-level positions.
Rick served as both an enlisted service member and officer in the U.S. Air Force. During his career with the Air Force, he held various staff and command positions. Rick is a prior owner of three businesses. He holds a doctorate degree in education, a master’s degree in counseling psychology, a master’s degree in adult education and a bachelor’s degree in business. He is also a certified government financial manager.
