Strategic Consulting Partners Leverages SBA Programs for Success

President Monica Ann Gould, MBA, CMC of JAMA Enterprises DBA Strategic Consulting Partners (SCP) parlayed her leadership and strategic thinking skills as a former executive at MCI Telecommunications and Whirlpool Corporation to create her own business. SCP is a full scope management consulting firm that works with clients to increase organizational capacity through strategic planning, organizational development, operations assessments, leadership development, staff training and coaching.

“SBA’s programs enable businesses to adapt and overcome challenges and that is how SCP approaches business challenges,” said Gould. “The word ‘can't’ is not something we use often at SCP – if we do we must follow-up with an alternative. I encourage our team to think outside the box to create new paradigms and develop realistic and practical solutions our clients can embrace and implement. Gould has first-hand knowledge of how the diverse programs and services the U.S. Small Business Administration offers can help small businesses. She has successfully leveraged SBA’s 7(j) Management and Technical Assistance Program and 8(a) Business Development Program, and is a 2018 graduate of SBA’s Emerging Leaders program. SBA provided technical assistance through its 7(j) program in 2012 to help the firm refine its accounting systems to be compliant with DCAA standards. The firm also received an SBA Express Loan line of credit through the firm’s bank, an SBA lending partner. The firm is a certified Woman-Owned Small Business and SBA 8(a) Business Development Program participant.

SBA’s 8(a) Business Development Program assists small businesses that are at least 51% owned and controlled by socially and economically disadvantaged individuals. The 7(j) Management & Technical Assistance Program provides training, executive education and one-on-one consulting in a broad range of business disciplines for 8(a) program participants and small businesses located in areas with high unemployment or low-income.

As a strategy company, SCP works with clients to develop clear and practical tactical strategies to increase operational and organizational effectiveness. Working closely with key personnel, SCP not only develops plans that tie into the organization’s goals but helps the management team implement core elements of the strategy. The firm also often helps clients implement their project plans either through continued project management or interim management services. SCP works across all sectors, including federal, state and local government, nonprofit organizations, and corporate clients. SCP has 20 active current clients including the U.S. Navy, the U.S. Department of Transportation, the U.S. Agency for International Development, the U.S. Department of Housing and Urban Development, Comcast Corporation and Hospice of Central Pa.

For the past 23 years, Gould has grown her company exponentially. SCP started as a single home office in a spare bedroom and now occupies a 1,400 sq. ft. office located in Mechanicsburg, Pa. To bolster the federal government contracting portion of the business, SCP opened another small home-based office in Arlington, Va. in 2009. In 2014, the company had four employees supporting business development and contract work. In 2015, SCP secured four new Navy contracts that led the firm to grow to seven employees. In 2016, SCP garnered additional contracts that were more strategic in nature and required personnel to support projects off-site. Meanwhile, SCP's nonprofit arm also grew substantially, requiring growth in office capacity and personnel. SCP expanded its Mechanicsburg headquarters to accommodate this growth and has continued to see revenues and employment growth. In 2017, SCP opened a third location in Crystal City, Va. to house its government contracting branch. Currently, SCP has 16 employees and anticipates further growth due to the expansion in the Metro DC area.

Gould’s extensive expertise in all aspects of business led to a successful business specializing in strategic planning, organizational development, leadership and staff development for government, commercial and nonprofit organizations. She is an award-winning Certified Management Consultant (CMC) and was named one of the "Best 50 Women in Business" in the Commonwealth of Pennsylvania in 2009 and one of the 2016 Top 25 Women of Influence by the Central Penn Business Journal. A professional member of the National Speakers Association, she is a sought-after motivational speaker for many organizations regarding leadership, communication skills, leading through change, and the empowerment of women. She is an active volunteer: serving as a United Way leadership committee chair in which she helped her community receive over $11 million in community donations. She has been an active board volunteer for over 10 years with Big Brothers Big Sisters of the Capital Region to include the role of Board Chair. In her free time, she is an avid gardener, world traveler, devoted wife, daughter, and a proud mother of two daughters.
