SAN ANTONIO - JSR Inc. was formed by Nancy A. and Bobby D. Greaves in June of 2003. The business is certified as an SBA 8(a) Business Development Program and Women Owned Small Business Program (WOSB) company.

They specialize in the Federal, Commercial, and Industrial industries by providing a full range of design-build and design-bid-build services including project management; quality control and safety and health management/implementation; project schedule management; project estimating; design/construction integration; value engineering; and energy solutions (micro-grid, geothermal, photovoltaic systems, and solar wall collectors). JSR’s in-house capabilities include architectural finishes, fabrication and installation of specialty metals (handrails and guardrails); millwork (architectural millwork and cabinets); and industrial structural steel, piping, equipment installation, and foundations.

JSR continues to grow exponentially since its incorporation 11 years ago. Their corporate office has grown from three employees to now averaging over 190 experienced personnel with a regional office in Clovis, NM. JSR’s project experience has expanded from the San Antonio, TX area to projects spanning from Pennsylvania to California and into Hawaii. Our growth is also measured by the numerous Department of Defense programs awarded to JSR as well as our expansion into the construction of energy conservation and sustainment, restoration, and modernization services.

Ms. Greaves possess more than 30 years of business experience including 16 years in the construction industry. Nancy has completed relevant SBA and Government approved business contracting and technical training courses and seminars.

JSR’s corporate environment is based on family values and strengths. JSR’s employees – from management to trade labor – are comprised of dedicated family members and friends. We are proud of how many employees have maintained a continuous commitment to JSR’s success since JSR’s inception. In fact, many employees now have their sons/daughters working among our team. JSR’s business success and strengths also comes from our diverse business strategy encompassing the procurement of public and private contracts through our Federal, State, and local clients; fabrication and installation of specialty metals, millwork, and industrial components; and the self-performance of many trades.

Financial stability briefly challenged Ms. Greaves, early in JSR’s history. During a short period of financial difficulty, Ms. Greaves retained profits within JSR to maintain profitability. Nancy’s decision to use profitability to grow JSR paved the way for JSR’s success by increasing net worth, working capital, and cash flow, thus leading to JSR’s current bonding capacity today. Their history of conservative financial decisions allows us to procure equipment and materials with available funds today.

Ms. Greaves utilized and incorporated numerous business tools and resources offered by the SBA, into JSR’s business strategy, to access and expand into Government contracting programs and opportunities providing growth to JSR exclusive of any financial resources.

JSR was approved as an SBA 8(a) certified company in 2006. Our growth within the 8(a) program led to a SBA approved Mentor-Protégé agreement with a Joint Venture in 2009. Through our Mentor-Protégé Team, JSR was awarded contracts on the Energy Conservation Investment Program (ECIP), a Design-Build/Design-Bid-Build Multiple Award Construction Contract in Hawaii, and an ID/IQ Multiple Award Task Order Contract for Construction Services for the USACE Southwestern Division.

Helping others in achieving their goals is a desire of Ms. Greaves. JSR graciously shares its business and construction knowledge and experiences to mentor other small business subcontractors. Small business subcontractors are invited to JSR’s corporate office for direct hands-on mentoring of operations and business strategies. JSR is a 10 year member of the Hispanic Contractors Association de San Antonio.

JSR’s 8(a) Business Development Program and SBA approved Mentor-Protégé Program expired in March 2015 following five years of continuous mentoring, guidance, and training from the SBA and other firms. Our growth has been so successful under these programs; JSR will continue its SBA involvement through the mentorship to other disadvantaged business.
