Jackie was promoted into the Senior Executive Service as the Associate Administrator of Business Development, U.S. Small Business Administration on December 15, 2014. 

Prior to joining the SBA, Jackie served in the Pentagon as a Deputy Principal, Office of the Secretary of the Army, Office of Small Business Programs.  In this position with over $16 billion in annual contract awards to small firms, Jackie managed the largest federal small business program in the country.  She provided leadership and guidance to a network of over 200 military and civilian Small Business Specialists.

From 2010 – 2014, Jackie led the $6 billion U.S. Army Corps of Engineers (USACE) Small Business Program. She was the principal advisor to the Commander on all USACE small business matters. Jackie provided senior leadership and direction to an integrated network of over 70 Contract Specialists that served as USACE Small Business Specialists throughout the United States.  Within Jackie's first year of leadership, USACE exceeded every statutory small business goal for the first time in its history, and has continued to excel every year thereafter winning numerous awards to include SB Program of the Year, SDVOSB Program of the Year, and her staff earned several Secretary of the Army Small Business Specialist of the Year awards.  From 2008-2010, Jackie served as the Deputy Associate Director for Small Business Program at the inception of the US Army Contracting Command (ACC).  From 2006-2008, Jackie served as the Deputy Director for the Army Contracting Agency's $5 billion Small Business Program.

Known for raising the bar and establishing a standard of excellence, Jackie’s Myers-Briggs personality type indicator is ENTJ.   She graduated from the Univ of Maryland (UMUC) with a BS in Business Management and is DoD Certified Level III in Contracting. She began her contracting career as a Department of the Army GS-1102 intern in 1990. For years, she served as a Contracting Officer with an unlimited warrant. Her Army contracting service includes duty in the Washington DC metro area, Korea, Germany, and short temporary duty in war torn areas like Bosnia, Kosovo, Sarajevo, Tuzla, Hungary, and Taszar. 

She is married to a retired Army Officer, and they have 3 daughters.  They are active members in their community, and serve as emergency foster parents for at-risk teen mothers with babies.
