Terry Sutherland

Acting Deputy Associate Administrator

Terry SutherlandTerry Sutherland reported in April, 2013 as the Director, Press Office, U.S. Small Business Administration, (SBA) Washington, D.C.  In this capacity he serves as the senior SBA spokesman who leads and manages the national headquarters press office team. In June 2018, he was asked to serve as the (Acting) Deputy Associate Administrator, Office of Communications and Public Liaison. In this current role he provides leadership and oversight management for the Press Office, Marketing, Strategic Alliances, Digital Media and Budget.

Prior to SBA he served from 2009-2013 as the Spokesman and Director, Corporate Communications, for the Pentagon Force Protection Agency (PFPA) supervising and leading the office in all public affairs, special events and government relations matters.  Prior to PFPA he was the Spokesman and Chief, External Communications at the Defense Intelligence Agency headquartered at the Pentagon.

Mr. Sutherland retired in 2007 as a senior naval officer.  He spent his first six years in the U.S. Navy as a Surface Warfare Officer with tours in Engineering and Weapons departments aboard the USS COCHRANE (DDG-21) and as the Navigator aboard the USS BLUE RIDGE (LCC-19), both ships home ported in Yokosuka, Japan.  He is a Desert Storm veteran.

Following sea duty he served as a military law instructor at the U.S. Naval Officer Candidate School in Newport, Rhode Island.  During this tour Mr. Sutherland laterally transferred into the Navy’s designated public affairs officer community.  Follow-on Public Affairs Officer tours included: Naval Support Activity, Naples, Italy;  USS INDEPENDENCE CV-62;  Secretary of Defense Public Affairs (Asia-Pacific Spokesman); Commander, Naval Surface Force U.S. Atlantic Fleet; and the Defense Intelligence Agency.

Mr. Sutherland was awarded a master’s degree in Public Relations and Corporate Communications from Georgetown University and a master’s degree in Human Relations from the University of Oklahoma.  He is a graduate of the Harvard Kennedy School of Government, Senior Executive Fellows program.  He holds a bachelor’s degree in Economics from the Virginia Military Institute where he also received his naval officer commission.  He graduated from the CFP® Board Registered education program at Georgetown University and in years past was a registered stock broker and financial advisor with NASD/FINRA Series 7 and 66 licenses. He lives with his wife, Joy, in his hometown of Fredericksburg, Virginia. They have two daughters, one a 2015 graduate of James Madison University and the other a 2018 graduate of Virginia Tech.
