Office of Investment and Innovation | Leadership
Javier Saade is the SBA’s Associate Administrator leading its Office of Investment and Innovation (“OII”). OII houses the Small Business Investment Company (SBIC), Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR) and the Growth Accelerator Fund Competition programs along with SBA’s Innovation Initiatives. He is part of the agency’s top executive leadership team.
SBIC is a growth capital program with over $23.5 billion of assets under management spread across 300 private-public partnerships comprised of private equity, venture capital and structured lending funds, making it one of the the largest pools of patient capital focused on small business. With authorization to invest $4 billion annually, the program operates at a zero-subsidy cost to the American taxpayer. Further development of SBIC’s $1 billion Impact Investment Fund and Early Stage Initiative, is key to enhance capital flows to where investment gaps are widest. Since inception about $73 billion has been invested in American small businesses by SBICs.
SBIR and STTR entail the government's largest innovation effort focused on small business, effectively making the collective ~$2.5 billion per year the largest STEM seed funding pool in the world, aka America’s Seed Fund. Since inception, about 150,000 grants totaling over $40 billion have been awarded to small firms that participate in federally funded R&D via eleven agencies and hundreds of research institutions. In addition to expanding the frontiers of human knowledge, a key end goal of the programs is to commercialize the resulting inventions in industries critical to the nation's long term competitiveness and growth - from nanotech to robotics to mobile communications to genetic therapies to clean energy to advanced weapons to space exploration.
OII’s Innovation Initiatives support entrepreneurs and their dynamic ecosystems and include StartUp University, Alternative Finance Paths & Tech policy and the $4m Growth Accelerator Fund Competition among others. Key multiagency collaborations he leads on behalf of SBA include USPTO Fast-Track IP, Advanced Manufacturing, JOBS Act Education, Emerging & Diverse Asset Managers, Rural Investing, Social Innovation and Impact Investing, Competitiveness Council and Clean Energy Investment Summit and the first ever White House Demo Day. Javier holds an observer seat on the U.S. Securities and Exchange Commission’s Advisory Committee on Small & Emerging Companies.
He has over 20 years of global principal investing, general management, strategic consulting and entrepreneurial experience. He co-founded three companies in three different industries and has worked at an emerging market private equity firm, The GEM Group, a macro hedge fund, Bridgewater Associates, and a venture capital firm, Paradigm Ventures LP.
His foundational career years were spent at McKinsey & Company, Booz | Allen | Hamilton and Abbott Laboratories. Just prior to joining the administration, Javier was an advisor to two firms: Pacific Community Ventures, a $100 million double-bottom line venture capital firm in San Francisco and Aspen Grove Capital, a $1.3 billion family office in Vail. Javier holds an MBA from Harvard Business School, an MS in Operations & Technology from Illinois Institute of Technology, and a BS in Industrial Management & Manufacturing Engineering from Purdue University.
