SBA Plan for Operating in the Event of a Lapse in Appropriations

This Small Business Administration (SBA) Plan for Operating in the Event of a Lapse in Appropriations provides guidance and procedures for the Agency when either an annual appropriations act or continuing resolution has not been enacted for the Agency in a fiscal year.

The procedures in the Operating Plan allow for:

1. Continuing only those excepted functions under various justifications
2. Initiating orderly shutdown of those activities not considered exempt or excepted
