Program Evaluation and Evidence Registry (PEER)

Program evaluation is a performance management tool that helps programs identify how and why results are being achieved. Programs then use that evidence for continuous improvement. PEER features research conducted by SBA programs and others in order to:

  • Help answer the question, “What works in small business assistance programs?”
  • Make those answers broadly available so that program managers, policymakers, researchers, and the public can make evidence-based decisions.

SBA recognizes the importance of evidence and evaluation to understand and improve the efficiency and effectiveness of SBA programs and operations. Rigorous evidence allows leadership to make sound decisions about program strategy, policy, and resources. With the development of SBA’s FY 2018-2022 Strategic Plan, the Agency has created an enterprise learning agenda (ELA) with a set of key research and evaluation questions for each strategic goal. The ELA, developed in partnership with each program office, identifies areas where evaluation would provide insights about program effectiveness, progress toward outcomes, or test pilot initiatives.

The SBA Framework and Guidelines for Program Evaluation outlines the steps the Agency has taken and will use in evidence-based decision-making and performance improvement and provides technical direction and best practices for teams undertaking evaluation work.
