The Financial Modeling & Data Analytics Division analyzes loan performance data and develops models used to determine subsidy rates for SBA’s loan programs. This work supports the President’s Budget and key Agency operations. Responsibilities include:

• Developing, reviewing, and analyzing cash flow estimates to calculate subsidy rates for Federal Credit Reform loan programs.
• Creating and refining analytical approaches that enhance SBA’s budgeting and forecasting processes.
• Assessing the financial and budgetary impact of legislative proposals affecting small business and disaster lending.
• Evaluating the cost implications of new initiatives, program changes, or asset sales.
• Supporting the continued development and improvement of reporting for loan programs.
• Maintaining databases that support budgeting, financial planning, and program management.
• Performing systems analysis and providing project management and development support for financial systems.
• Managing the operation and maintenance of SBA’s financial accounting and reporting systems.
• Guaranteeing the security, integrity, and availability of financial system data.
• Implementing the Evidence Act and executing the Federal Data Strategy.
• Conducting data science and advanced analytics projects that extract value from large or complex datasets.
• Overseeing DATA Act reporting to ensure the accuracy and completeness of SBA’s financial and award data on government-wide transparency platforms (usaspending.gov).

The Grants & Acquisition Management Division provides acquisition services to all SBA program offices.  

Contracting Officers assist acquisition planning, solicitation, award, and contract administration in accordance with the Federal Acquisition Regulation. In addition, the Senior Procurement Executive provides subject-matter expertise on acquisition regulations and policy. The Division supports Contracting Officers, program managers, and Contracting Officer Representatives.

Grants Managers provide end-to-end grants management support, including pre-award planning, award issuance, post-award monitoring, and closeout, in accordance with federal grants regulations and SBA policy.

The Financial Reporting & Quality Assurance Division manages the Agency’s financial statement audit and guarantees the integrity of SBA’s financial data. It provides accounting liaison functions, maintains strong internal controls, and supports financial reporting across the Agency. Responsibilities include:

• Preparing monthly, quarterly, and annual financial reports, including financial statements, and Government-wide Treasury Account Symbol (GTAS) submissions.
• Maintaining an effective quality assurance process for financial data.
• Representing SBA in government-wide accounting forums and serving as liaison to the Agency’s independent public accountant for audit matters.
• Coordinating with OCFO divisions, program offices, and the Denver Finance Center to guarantee the accuracy and propriety of accounting and reporting information.
• Conducting internal control reviews to assess the design and effectiveness of controls affecting financial reporting and compliance. Results inform the Administrator’s Statement of Assurance and are published in the Agency Financial Report.
• Supporting SBA leadership in meeting Federal Managers’ Financial Integrity Act (FMFIA) requirements by delivering training and tools for the Annual Assurance Statement.
• Overseeing SBA’s reporting under the Payment Integrity Information Act, including improper payment estimates, root cause analysis, accountability measures, and corrective action plans.
• Coordinating the timely remediation of audit findings and corrective actions related to the financial statement audit.

The Program Accounting Division consists of the Loan Accounting Branch and the Revenue & Collections Branch. The Division provides accounting services for all SBA loan programs and offers customer support to program offices across the Agency. The Division:

• Ensures the accuracy of accounting records for all loan programs.
• Reviews and analyzes loan accounting information for financial reporting.
• Coordinates with program offices to ensure accurate accounting for new and existing programs.
• Reconciles and posts all collections related to SBA loan programs.
• Manages the contract responsible for printing and mailing loan billing statements, IRS tax forms, and other borrower and lender notices.
• Partners with the Department of the Treasury on e-commerce and collection activities.

The Administrative Accounting Division is composed of the Administrative Accounting Services Branch and the Fiscal Services Branch. The Division provides customer service, guidance, and training to SBA employees on administrative accounting functions. Responsibilities include:

• Providing system and accounting support for administrative accounting activities.
• Reconciling payroll and all administrative accounting funds.
• Testing and implementing accounting changes required by Treasury and OMB.
• Serving as liaison between business users and the technical team for daily JAAMS support.
• Developing and implementing system improvements that streamline internal processes.
• Managing customer service for the travel system and the travel charge card program.
• Supporting processing through Treasury’s invoice management platform.
• Reviewing and paying all travel vouchers, grants, contracts, miscellaneous obligations, and interagency agreements.
