OHRS Succession Planning Evaluation

The U.S. Small Business Administration (SBA) contracted with Summit Consulting, LLC to evaluate leadership succession at the Agency.

The populations of interest for this evaluation were the SBA leadership pipeline and the SBA leadership cohort, as defined in the FY 2020–2022 Leadership Succession Plan. The evaluation presents SBA leadership characteristics and provides insights on how two leader development programs contribute to leader succession at the SBA. Finally, the skills, abilities, and competencies that contribute to leader succession are discussed. The report concludes with recommendations to increase the effectiveness of the leadership succession process.
