SBA 8(a) BD Service Delivery Evaluation

The 8(a) Business Development Program (8(a) Program) provides participating small, disadvantaged businesses with training, technical assistance, and contracting opportunities. In FY 2022, the SBA initiated a comprehensive evaluation to better understand the efforts to deliver consistent, high-quality business development services to 8(a) firms. This evaluation involved a thorough examination of business development services, program and field office processes, procedures, coordination, communication, and reporting practices. The study also explored the strategies and methods used for identifying, prioritizing, delivering, and coordinating these business development services. Finally, this evaluation identified opportunities to standardize processes, reduce variations, and mitigate inefficiencies, thereby minimizing waste. The insights gained from this evaluation will be used to advance a consistent, efficient, and effective service delivery framework, ultimately enhancing the overall customer experience for participants in the 8(a) Program.
