Federal acquisition guidelines (FAR Part 7.1) and the Small Business Act (amended) require the SBA to conduct acquisition planning. The acquisition planning process encompasses defining the need and business case for an acquisition, developing basic requirements, conducting market research, drafting procurement documents and an acquisition strategy, and procuring an awardee. This study is a process evaluation of the current SBA acquisition planning process to understand barriers that impede the acquisition planning process and recommend improvements to the process.
