Evaluation of Factors for Reaching the HUBZone Contracting Goal

Although federal agencies are collectively required to obligate 3 percent of their small business eligible dollars to Historically Under-utilized Business Zone (HUBZone)-certified small businesses, many have never met that goal. These studies aim to better understand the factors that facilitate and hinder federal agencies from consistently meeting HUBZone contracting goals.
