National Defense Authorization Act of 2016 and 2017, RISE After Disaster Act of 2015, and Other Small Business Government Contracting Amendments

The Small Business Administration (SBA) is proposing to amend its regulations to implement several provisions in NDAA FY 2016 and 2017 and the RISE After Disaster Act of 2015, as well as implementing other clarifying amendments like providing exclusions for purposes of complying with limitations on subcontracting for certain contracts performed outside the U.S., environmental remediation contracts, and information technology service acquisitions that require substantial cloud computing, and require prime contractors with commercial subcontracting plans to include indirect costs in its subcontracting goals
