Foreign investment can play an important role in maintaining the vitality of the U.S. industrial base. While U.S. government policy allows foreign investment consistent with the national security interest of the United States, foreign investment can sometimes trigger concerns about improper foreign influence, including risks of unauthorized access to classified information.

The Defense Counterintelligence and Security Agency (DCSA), through vetting, industry engagement, education and counterintelligence and insider threat support, secures the trustworthiness of the U.S. government's workforce, the integrity of its cleared contractor support and the uncompromised nature of its technologies, services and supply chains. DCSA collaborates with other intelligence and law enforcement organizations, including the Federal Bureau of Investigation.
