On September 30, 2025, the Federal Acquisition Regulatory (FAR) Council released major overhauls to several core FAR Parts, completing the first phase of the FAR Rewrite Framework. These changes directly affect how businesses compete for, negotiate and perform federal contracts.
The most significant updates are in FAR Parts 15 and 16, reshaping proposal evaluations, negotiations and “meaningful exchanges” with the government. Additional revisions to labor, supply chain, payment and administrative requirements increase both opportunity and compliance risk.
