Description

The City of Astoria, Oregon, is requesting proposals from qualified Construction Manager/General Contractor (CM/GC) firms for the rehabilitation of three sewage lift stations utilizing screw pump technology. Work includes purchasing and replacing six screw pumps and six sluice gates, completing concrete repairs, and rehabilitating miscellaneous metals. The project aims to provide an additional 50 years of reliable service from each lift station.

Proposers must demonstrate experience with sewage lift station construction and rehabilitation, including maintaining continuous operations during construction. Experience with screw pump installation is highly desirable.

The CM/GC will deliver the project in two phases: Phase I – Preconstruction Services, including long-lead equipment procurement, constructability reviews, value engineering, cost estimating, scheduling, and development of a Guaranteed Maximum Price (GMP); and Phase II – Construction Services, including subcontractor procurement and all construction activities required to remove existing screw pumps, install new equipment, and complete rehabilitation work.

Proposals will be evaluated using a qualifications-based/best-value process, and the City may conduct interviews prior to negotiating with the highest-ranked firm. Procurement will follow Oregon Model Public Contracting Rules. Contractors and subcontractors must hold a Public Works bond as required by state law. The City may reject any proposal and will not reimburse preparation costs.

The RFP may be reviewed or obtained by contacting the Astoria Public Works Engineering Division. Firms intending to submit must register as prospective proposers. Standard selection criteria include project understanding, CM/GC experience, approach, and preliminary pricing.
